When a user1 sends encrypted emails within the organization(internal emails) everyone gets encrypted email except one person(user2) receiving unencrypted.

When analyze the emails received to user2 from user1, not contains Encrypt field.

However, If other people send encrypted emails to user2, arrive encrypted with the Encrypt field = "1"

What may be happening in databases or in the certificates of these two people?
